The Zimbabwe Evaluation Association (ZEA) is hosting a webinar on “Systems of Evidence and Use of Monitoring and Evaluation in Parliament” in collaboration with UNICEF Zimbabwe and the Center for Learning on Evaluation and Research Anglophone Africa (CLEAR AA). The webinar will be conducted on the 22nd of May 2020 at 9.30am – 12.30am. The webinar will bring together policy makers, evaluators, civil society, academia, evaluation and development practitioners to look at how evidence can be used to improve policies and programmes. Ultimately, strengthening the use and utilisation of evidence will improve performance in the implementation of national development plans and focus programmes to benefit the lives of citizens; as well as promote accountability and transparency in the allocation and use of resources.

Parliaments play a critical role in development, accountability, and democracy across Africa. While the importance of strengthening evidence use is well recognized, the broader ecosystem within which parliament operates needs to be better understood. The effectiveness of capacity building initiatives in this regard merits a systems approach in understanding how internal and external factors contribute to influencing evidence use in parliaments. Use of evidence and evidence systems are complex and dynamic and have a bearing on the ultimate use of evidence. Furthermore, with a push to strengthen evidence-based decision making across governments, understanding the role of evidence within Parliaments as they legislate, represent constituents, and hold the executive to account, is a fundamental piece of information about the current function of the African state.

Learner Objectives

Participants understand systems and how it is connected to evidence
Participants understand what an enabling environment would look like and factors affecting use
Participants understand different types of evaluation and the evidence elicited by such
Understanding the sources of evidence and who the users of evidence are
An understanding of the types of use especially for evaluations and the challenges around instrumental, conceptual and symbolic use.

Method of delivery & Target Audience

The webinar will use adult learning and experiential learning principles. It will be a participatory exercise in which participants will share their knowledge and experience. The facilitators will provide strategic content and enable dialogue and engagement.

The webinar is intended for:

Civil society organisations
M&E consultancy practitioners
Parliament researchers, content advisors and M&E personnel
Parliamentarians responsible for using evidence, including M&E
